Key points
- MOM says renewal can be filed online 7 to 12 weeks before the permit expires.
- Before renewing, check quota, passport validity, security bond, medical insurance and the medical exam notice.
- Late renewal can leave the employer liable for levy after expiry, and penalties or an overstaying fine may apply.
- Keep each item as a dated record and take current fees and amounts from MOM.
Singapore's Ministry of Manpower (MOM) publishes clear guidance on renewing a work permit for migrant workers. The risk for an agency is not that the guidance is hard to find. It is that the checks sit in different places and different hands: the quota with one person, the security bond with a bank, the medical insurance with another provider, the passport in the worker's pocket.
This article follows MOM's own pages, which we read on 12 October 2026: renew a work permit and work permit for foreign worker: key facts. Amounts, fees and rules change, so use those pages for current figures. What follows is how to turn the checks into records your team can plan around.
The filing window
MOM says a renewal can be filed online 7 to 12 weeks before the work permit expires. That gives you a window with a start and an end, not a single date. Record both for every worker: the date the window opens and the latest sensible date to file.
MOM also says that if renewal is late, the employer remains liable for levy after the permit expires, and levy penalties or an overstaying fine may apply. This is the reason to plan from the start of the window, not from the end.
The checks MOM lists before renewing
From MOM's renewal page, the employer should check or arrange the following before filing. For each one, keep a dated record with the document or reference.
- Quota. MOM says to check the quota before renewing. Record the date checked and the result.
- Passport validity. MOM states the passport needs to be valid for at least 25 months to receive a two-year permit. Record the passport expiry date and compare it with the permit period you plan to request.
- Security bond. For non-Malaysian workers, a new security bond is needed, and the bank or insurer must send the details to MOM before renewal. Record the bond reference, provider and the date details were sent.
- Medical insurance. The existing policy is extended, or a new one is bought. Record the policy reference and its end date.
- Medical examination. MOM says the renewal notice shows whether the worker needs a full medical examination. Record the notice date and, where required, the result and date.
- Primary Care Plan. Required for workers in dormitories and in certain sectors. Record whether it applies, the plan reference and the date it was declared.
- Address. MOM says to register the worker's residential address and mobile number before renewing. Record the date registered.
Turning the list into a plan
For each worker, work backwards from the window:
- 12 weeks before expiry: window opens. Start the checks that depend on third parties first, such as the security bond and insurance.
- Mid-window: confirm passport validity against the permit period you want.
- Before filing: confirm every item above has a dated record and a document.
- After filing: record the filing date, the outcome and the new expiry.
Choose your own internal target within the window, and treat it as the deadline. Do not leave filing for the last week of the window.
Keep the old and the new
When a permit is renewed, add the new permit as a new version and keep the previous one. The same applies to bonds and insurance. A history of renewals makes the next cycle faster, because the people involved can see what was done last time and when.
Roles and ownership
Renewals involve several hands. One person usually handles the quota and the filing, another deals with the bank or insurer for the bond and the medical insurance, and a third arranges the medical exam and the worker's address details. Decide who owns each item for each worker, and put the name next to the date on the record.
When an item is waiting on an outside party, record who you are waiting on and the date you will chase. A renewal that sits with an unnamed party is how a window closes without anyone noticing.
Where Worker Vault fits
Worker Vault holds each worker's passport, permit and medical records and shows approaching expiries as Expiry warnings in the Work Queue. Lead times are set per compliance category, and the expiry forecast report looks ahead up to 12 months, so a renewal window can be planned in advance.
Worker Vault tracks dates and evidence that your team records. It does not file a renewal with MOM, and it does not check quota or pay levy. The Singapore page describes how country pages work in the product, and you can Book a Demo to see it with your own workers. For the wider routine, read a permit expiry tracking routine.
