A Saudi Arabia worker deployment record for agencies

How recruitment agencies can keep worker, contract and permit steps traceable across Saudi Arabia routes, with official portals as the authority for current instructions.

Key points

  • Keep worker identity, contract and permit evidence connected to the placement.
  • Record the authority, portal reference, status date, next action and owner for each step.
  • Use MHRSD, Musaned, MOFA or Absher only for the route and service each authority covers.

An agency file for a Saudi Arabia placement should make the current position easy to verify. Which worker and employer does the case concern? Which authority owns the next step? What reference can the team use to check the official status?

There is no single checklist for every worker route, and this guide is not legal advice. The Ministry of Human Resources and Social Development (MHRSD) sets out information on employing non-Saudis, including contract and work permit rules. Musaned covers domestic worker visa, recruitment, labor management and transfer services. Visa delegation services appear on the Ministry of Foreign Affairs visa platform, and Absher is another official service portal. Use the authority responsible for the specific worker and service.

Build a case record around the route

Start with the worker's identity and travel documents, the employer client, the demand or contract reference and the direction of travel. Attach the current document version and record when it was checked. Keep application, visa, permit and residence items as separate entries because their status and issuing authorities can differ.

For every entry, record the authority and portal, the application or receipt reference, the date submitted, the latest status and the date someone checked it. Add the next action, a named owner and a follow-up date. Keep returned notices, receipts and decisions with that entry. These fields help an agency follow its work; the official portal remains the authority for instructions and outcomes.

Keep contract and authorisation records distinct

MHRSD's information on employing non-Saudis discusses written, fixed-term employment contracts and work authorisation. Musaned describes a separate route for domestic worker recruitment and contract-related services. Do not combine those route records into a generic “visa done” stage. Preserve the contract, relevant application reference and official response as separate evidence, then record how each relates to the placement.

The Musaned recruitment FAQ and the MHRSD page are not interchangeable checklists. Confirm which service applies before recording a requirement. For steps that involve another authority, retain its own reference and check result rather than assuming one portal displays everything.

Track expiry and handover

Record the expiry date displayed on each current document and the source you used to verify it. Set your team's follow-up date from the current authority guidance, without copying a renewal window from another route. The permit expiry routine explains how to assign an owner and review approaching dates.

At deployment, carry current documents, contract records, completed steps and any open action into the worker and employment records. The handover guide sets out a practical way to do that. If a record is waiting on a portal response, keep it visible as pending and note who will check again.

Where Worker Vault fits

Worker Vault tracks placement stages, dates and warnings, and carries documents and compliance records into a worker record at deployment. A team member still checks the official portal and records the result. See the Saudi Arabia country page and the worker records solution for the product's reference scope and record workflow.

The same tracking habits apply to other routes, with different authorities and processes. Compare the Thailand guide and UAE guide, then Book a Demo to see a placement move into a worker record.
